The magnitude of the commercial interests of the Colony may be gauged from the fact that in 1902 - the last year for which figures are available - the burden of the shipping entered at the port amounted to close on ten million tons.
4. Politically the Colony is the centre of British influence in China and its importance in this respect has been recognised by the creation of a highly organised Civil Service, specially recruited in the United Kingdom to conduct the Administration. The necessity of
